Ok so after several different online fixes, to which nothing worked I’ve finally found out what the issue is. I have a very custom start menu with all my development tools in and this seems to ave failed loading. (However im still able to right click it and get the system options).

To fix what issue I had took several hours, including setting up a new user. The new users menu worked fine, so i knew it was a user profile issue.

So i looked into the menu, and there is a tile data folder in the user profile, I decided the best way was to delete this folder:-

C:\Users\[USER]\AppData\Local\TileDataLayer
(Replace [USER] with your user name)

Once that folder is completely removed you will need to rebuild the menu using the below command.

Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

So you’ll now have a menu start menu and like myself will need to add the shortcuts back to it.
