Gary, there is nothing you can do if its blocked by the Networks in the UK, The only way you will ever be able to use that phone again is outside of the UK. IMEI numbers are at the minute Country bound.
So if a phones IMEI number has been blocked for what ever reason you can still use it in other country. So you might want to sell it to someone abroad, and buy another for UK use.

This is for the iPhone 3GS and 3G only. The iPhone 4 doesnt suffer from this issue.
